This graphic comes from the Coalition for a Sustainable Delta (”an ad hoc group of water users who depend on conveyance through the Delta for a large portion of their water supplies. The Coalition is dedicated to protecting the Delta and is committed promoting a strategy to ensure its sustainability.”) In other words, they want the Delta-as-conveyance to work. Regardless of that position, I have to agree on their critique about sewage wastewater discharges. These discharges will have an effect on Delta water quality — even when they are treated to a tertiary level (and that’s rare).

How much wastewater goes into the Delta? By the Coalition’s calculation (not verified), over 1 million af/year. Relative to inflows of 18 mafy, that’s quite a bit.

Bottom Line: The solution to pollution is dilution, but make sure you have enough dilution!
