Cover-up or housekeeping?

In this post, I linked to a DWR report [pdf] that showed that 80 percent of the reductions in exports from the Delta (1.6 maf) could be attributed to drought and 20 percent (500taf) to ESA restrictions. That report is now AWOL, and there are three reasons:
- DWR — a captive organization — was pressured into removing the report.
- DWR — a bureaucracy — is incompetent at managing its files.
- DWR — as a hyperefficient organization — will save $0.000001 in storage costs by deleting it.
Which reason do you favor?
Bottom Line: Those who edit history doom us to ignorance.
